You can reschedule a visit by the application or system in Schedule Planning.

It can be performed by Users from all hierarchies. (Learn more about hierarchies and user types)

As a manager, can I block a user from rescheduling visits?

The answer is no. However, you can verify that the visit has been rescheduled from the Visits Report.

There the system will show a different ID when the visit is rescheduled.
